I guess it is to be expected that these scholars will have poor attitudes and misplaced expectations since they by and large come from the so called elite class.
All of them would have led very sheltered lives away from the community with access to the best tuition. Every step of their lives would have been carefully planned and mapped out for them.
The fact is that many of them may have been pressurized into applying for the PSC scholarship by their parents.
The commission needs to select those with more humble backgrounds and who genuinely wish to serve the public.
The present system needs a complete overhaul.

The people who select these scholars should take blame for their misjudgement.

A good scholar is not just one with the grades but the character and good moral compass as well. They should ideally be exposed to the experiences of the ground either through charity and community work and/or having come from such humble backgrounds themselves to be able to emphathise with the laymen they are groomed to lead.
