According to the current ROAD TRAFFIC ACT (CHAPTER 276)

"motor vehicle" means a mechanically propelled vehicle intended or adapted for use on roads;

"road" means any public road and any other road to which the public has access.

It's not whether the vehicle is propelled by gas, oil, electricity or any other motive power!

Battery, a device that produces electricity to provide power, therefore, propelled by battery is also propelled by electricity.

To make it compulsory for motorised bicyclists to take out third-party insurance, then, there is a need to register the motorised bicycles.
