Education is when you are in school and for children. Not when you dealing with full grown adult. I mean these are common senses. You live in a building with other living either above you or below you. Whatever you send out to dry must take into consideration of other living below you. Don't drip! Simple right! But NO! you must send out your dripping mop and laundry to drip on other below you. Why must you do that? You mean you need to educate people that gravity exist on this world that anything that is drop from a height will end up on the ground. Maybe that caveman odd to throw himself/herself out the windows to understand that. And if everyone is considerate of not stressing others staying below him/her. Than why you need to enforce? Why the need to call the police? There is no such need. Just a little bit of consideration. A little bit of common sense. And stop been so selfish! It is just that simple. That why we are caveman living in HDB. SAD!

The First step is Education through campaigns to the Public; next is Effective Enforcement. When you do not have these, the Police would have to be called in to do the dirty work, after things flare up !

speaking of dripping laundry, our neighbour above us always hangs dripping laundry from the kitchen. which is why we always hang our laundry indoor. yet, we kenna complained from our neighbour below for dripping on their laundry, and we actually got a notice from HDB. my dad was so angry he went down to give our neighbour below a good dressing down to open their eyes and see clearly first before complaining. hahaha!
