the article seems to lack a stance. Japan, India, China, and Russia would most likely prefer to join if the grouping were effective and serious on carrying out its plans... yet the human rights matter is effectively sidelined per the agreed measure. I'm puzzled why Singapore is not on the proactive side of this policy. Yes, some countries may not be ready, but they'll never be until there is a strong/united push from its neighbors. The ASEAN way needs to change, if it wants to remain relevant.

I agree. Asean seems to have too many agendas to discuss. After the meeting, everthing will sweep under the carpet. Asean members have a habit to talk but not carrying out any actions. In simple English, it is no action just talk only. It would be a good idea for Asean to expand by including Japan, India, China and Russia, so as to wake its existing members.
