SINGAPORE — Eight men aged between 25 and 68 were charged in court on Monday (Oct 23) for separate cases of molestation allegedly committed in nightspots and on public transport since the start of the year.

Their prosecution came as the police recently flagged a rising trend of molestations amid a general decline in crime.

Five of the eight men who landed in the dock on Monday had allegedly struck in nightspots and on public transport.

The three accused of molesting women in entertainment outlets were Dadyala Balwinder Singh, 30; Affendi Mohamed Noor, 53; and Jagjit Singh, 31.

Dadyala Balwinder Singh, an Indian national, is alleged to have squeezed a 37-year-old woman’s breast at a bar in Orchard Towers called Crazy Horse at about 3.45pm on Jan 29.

Affendi, a Singaporean, is accused of grabbing a 24-year-old woman’s breast at Wala Wala Café Bar in Holland Village at about 1.17am on June 10.

Jagjit Singh, also an Indian national, is said to have pressed a 41-year-old woman’s buttocks at Queens Club in Orchard Towers at about 10.50pm on Aug 2.

Both men accused of molestation on public transport allegedly struck on trains.

Ang Boon Chye, 29, faces two counts of the offence. In the evening on May 30, he allegedly pinched a 16-year-old girl on her buttock when they were in a stationary train at Newton station. Ten days later, Ang, a Singaporean, allegedly grabbed the buttocks of a 25-year-old woman in a train at Jurong East station.

The other accused person, Wong Teck Guan, a 35-year-old Malaysian, is said to have touched a 31-year-old woman on her buttocks at Bishan station on July 15.

For the remaining cases, Muhammad Ruzaini Johari, 32, is accused of molesting a 28-year-old woman at the in-house clinic of a factory on May 11. At around 8.45pm, Ruzaini, a Singaporean, allegedly removed the victim’s bra and touched her breast, then crotch area.

Bangladesh national Saha Sweet Kumar, 25, is accused of touching a 19-year-old girl’s breast on a vessel docked at Sembawang Shipyard on June 30.

The last case allegedly involved Lee Yoke Weng, 68, hugging a 44-year-old woman from behind and touching her breasts while they were in a lift at Block 32, Chai Chee Avenue in the early morning of July 9.

The punishment for outrage of modesty is jail of up to two years, or a fine, or caning, or a combination of these.

The offence was cited as a concern by the police when they received their mid-year crime statistics in August. In an update last Sunday, the police said there were 1,168 cases of outrage of modesty from January to September this year, a 20 per cent jump from the same period last year. Among these cases, 152 happened on public transport, a 49 per cent jump. At nightspots, there were 76 cases of molestation logged in the first nine months, about 25 per cent higher.
