SINGAPORE – A three-year-old toddler hung precariously with her head stuck between rails of a flat’s exterior clothes drying rack yesterday afternoon (April 23). Fortunately, two construction workers’ came to the rescue.

Their swift action saved her and made them heroes.

Mr S Shanmugamnathan, 35, and Mr P Muthukumar, 24, were presented today with the Singapore Civil Defence Force (SCDF) Public Spiritness Award.

The quick-thinking duo had been working on road repairs nearby when they saw the girl struggling and screaming. Her head was stuck and her body was dangling over the ledge. She was outside the service yard of a second floor unit at Blk 371, Jurong East Street 32.

Using the pipes, Mr Shanmugamnathan climbed onto the ledge to help the girl, while Mr Muthukumar later climbed over the railings to help him. The duo told reporters today that they were able to free the girl’s neck within minutes.

The dramatic rescue was captured on video and has gone viral on social media. It was uploaded by blogger Alvin Lim.

The SCDF were alerted at 1.10pm and despatched a Red Rhino to the scene in under 10 minutes. The girl’s head had been freed by the two foreign workers. SCDF firefighters, then, brought the girl down to safety using a ladder.
