MDA launches public consultation on measures to protect pay-TV subscribers

SINGAPORE — Consumers will be more empowered to walk out on their pay-television provider should the latter increase subscription fees or remove channels from their packages as they would not be charged early termination fees, if proposed changes by the Media Development Authority (MDA) come to pass.

SINGAPORE — Consumers will be more empowered to walk out on their pay-television provider should the latter increase subscription fees or remove channels from their packages as they would not be charged early termination fees, if proposed changes by the Media Development Authority (MDA) come to pass.

Retailers would also not be allowed to force subscribers to upgrade their non pay-TV services — such as broadband or phone service contracts — in a bid to make changes to their pay-TV services, and have to bring certain important terms and conditions to the attention of consumers before signing a contract, the MDA suggested.

The MDA today (Sept 24) launched a public consultation on its proposed recommendations to protect the interest of pay-TV consumers. “In determining the proposed changes, MDA sought to balance the need to safeguard consumer interest with the concerns of the industry,” said the MDA.

Consumer protection provisions were last reviewed in 2011, and resulted in the introduction of measures such as maximum contract term and graduated early termination charges.

The public consultation closes at 5pm on Oct 22. Interested parties may email their feedback to policy_consultations [at] mda.gov.sg, or share their feedback in person as the MDA will be conducting focus group discussions.
