Property developers must submit plans for cycling, walking paths from July

SINGAPORE — From July, property developers will have to submit plans for walking and cycling routes, so that the needs of pedestrians and cyclists are considered upfront in development schemes.

SINGAPORE — From July, property developers will have to submit plans for walking and cycling routes, so that the needs of pedestrians and cyclists are considered upfront in development schemes.

In a joint news release on Tuesday (May 3), the Land Transport Authority (LTA) and the Urban Redevelopment Authority said this is part of the Government’s efforts to realise the Walk Cycle Ride SG vision to make walking, cycling, and riding public transport a way of life for Singaporeans.

For a start, this requirement will apply to commercial developments such as shopping complexes, offices, business parks, and schools, where high pedestrian and cyclist traffic are expected. 

Developers will have to consider and review carefully the safety of and convenience to pedestrians and cyclists, as well as the routes they use from key transport nodes and surrounding areas, including provisions for covered walkways or linkways, and safe crossings, according to the statement.

There should also be facilities for cyclists such as bicycle parking areas, shower rooms and lockers. To improve safety, pedestrian and cyclist paths should also be located away from vehicular routes.

Mr Chew Men Leong, LTA’s chief executive, said: “We can do more to improve safety and connectivity for pedestrians and cyclists in our built environment. Often, we see pedestrians and cyclists having to negotiate traffic across driveways or service roads before they can enter the developments.”

He added that only by taking the needs of pedestrians and cyclists into account would the authorities be able to encourage more people to “walk, cycle, and ride public transport in their daily commute, and as part of a more active lifestyle”.
