SINGAPORE — A 26-year-old regular with the Republic of Singapore Air Force (RSAF) was sentenced to four weeks’ jail on Monday (July 17) for entering a female toilet in a junior college and filming a student while she was changing
her clothes. Wee Wei Jie was convicted of one count of intending to insult the modesty of the 16-year-old victim at Nanyang Junior College on March 22 last year.

Another count of criminal trespass was also taken into consideration during sentencing.

The court heard that the victim, who cannot be named because of a gag order, had just finished her touch rugby training in the evening and was changing in the school’s first-floor toilet cubicle when she saw a mobile phone above the cubicle door.

She shouted in alarm and saw the phone disappear from view before hearing someone running away.

When she ran out of the toilet, she could not find anyone.

She then reported the incident to her teacher, and the school’s vice-principal went to view the surveillance video footage outside the entrance of the toilet.

It showed the victim entering the toilet at around 7.50pm, and followed about half a minute later by Wee.

He was seen holding a mobile phone in his right hand. Soon after, he was seen running out of the toilet.

Wee was eventually tracked down by the police and admitted to the offence, though no incriminating video footage was found in his mobile phone.

He later told the police that he had deleted the recording after watching it on his way home.

Wee also told the police that when he was in the college, he thought of filming girls in the toilet because he wanted to do something “he thought was exciting”, Deputy Public Prosecutor Kong Kuek Foo said.

In mitigation, Wee’s lawyer Jonathan Wong said his client was a person of integrity and that his offending actions were “out of character”.

Mr Wong, from Tito Isaac & Co, had urged the court to impose a jail term of less than four weeks, coupled with a fine if necessary.

Wee, who works as an engineer at RSAF, has been suspended from his duties.

In meting out the sentence, the district judge observed that there has been too many of such cases coming before the courts.

For intending to insult the modesty of a woman, Wee could have been jailed up to a year, or fined, or both.
