S$1.57 billion contract to build Project Jewel awarded to Woh Hup-Obayashi JV

SINGAPORE — A S$1.57 billion contract has been awarded to a joint venture formed between Woh Hup and Obayashi Singapore for the construction of Project Jewel and works relating to the expansion of Terminal 1, said Jewel Changi Airport Trustee (JCAT) and Changi Airport Group (CAG) today (Oct 28).

SINGAPORE — A S$1.57 billion contract has been awarded to a joint venture formed between Woh Hup and Obayashi Singapore for the construction of Project Jewel and works relating to the expansion of Terminal 1, said Jewel Changi Airport Trustee (JCAT) and Changi Airport Group (CAG) today (Oct 28).

The contract was awarded after a competitive tender. Construction works are expected to start by the end of the year, with most of the works targeted to be completed by the end of 2018.

Woh Hup has built many landmarks in Singapore, including Clifford Pier, MacDonald House, and the conservatories at Gardens by the Bay. The company also built residential projects such as The Interlace and d’Leedon, as well as MRT stations Promenade and Holland Village.

Obayashi Corporation, which set up its Singapore office in 1965, built the new wing at Plaza Singapura, Esplanade Bridge and Singapore Management University’s city campus.

“A key highlight of the construction works for Project Jewel is the distinctive dome-shaped facade made of glass and steel,” said JCAT and CAG. Project Jewel, about 1.4 million sq ft in size, will feature a 40m tall waterfall and a large-scale, lush indoor garden as its centrepiece attractions. Facilities offered in Project Jewel include early check-in offerings and facilities dedicated to fly-cruise and fly-coach passengers.

With the re-development of the open-air car park, the Terminal 1 building will be expanded so as to have a larger Arrival Hall and more spacious baggage claim areas. A five-storey basement car park and additional taxi bays will also be built, among other development works.

Mr Philip Yim, chief executive of Jewel Changi Airport Devt said: “We received very competitive proposals, and the past few months have been intensive as we went through a very rigorous process with several rounds of evaluation together with the tenderers. The Woh Hup-Obayashi joint venture submitted the most compelling proposal and we are very happy to have them onboard with us on this journey.”

Representing the Woh Hup-Obayashi joint venture, Mr Yong Tiam Yoon, Deputy Chairman of Woh Hup, said: “We are very proud to be working on a project of such a large scale. ... The complexity of the works involved makes this a very exciting and challenging project and we look forward to a close partnership with the Project Jewel team and Changi Airport Group. We are fully committed towards the timely delivery of this unique project.”
