Streetdeal Singapore fined S$25,000 contravening Travel Agents Act and Regulations

SINGAPORE – Deal portal Streetdeal Singapore has been fined S$25,000 for acting as a travel agent without a valid licence and abetting an unlicensed travel agent

It was convicted today (Sept 17) of 16 charges under the Travel Agents Act and Regulations, with the remaining 31 charges taken into consideration.

Streetdeal’s travel agent licence had expired on Dec 31, 2012 and it was not renewed, but the firm was “found to be carrying on the business of a travel agent” without a valid licence during regular enforcement checks by the Singapore Tourism Board (STB) between March 7 and Aug 10 last year.

“As Streetdeal continued its unlicensed travel agent activities despite repeated notifications, STB inspected their premises on 2 July 2013 and commenced prosecution proceedings thereafter on 7 May 2014,” said the STB in a statement.

In addition, when Streetdeal was still licensed as a travel agent during the period March 23 to May 25, 2012, the firm had advertised and sold travel packages offered by AbsolutInspira, an unlicensed travel agent, said the STB.

Under the Travel Agents Act and Regulations, any person carrying on the business of a travel agent must obtain a valid travel agent licence from the STB. This licensing requirement applies to Singapore-based online deal portals which advertise, collect and hold money for travel packages on behalf of travel agents. Licensees are not to abet any person who is not a licensed travel agent to carry on the business of a travel agent.

The maximum penalty for carrying on the business of a travel agent without a valid licence is a fine of up to S$10,000 and/or jail of up to two years.

The maximum penalty for abetting an unlicensed travel agent is a fine of up to S$5,000 and/or jail of up to six months.
