T1 open-air car park to close by year-end

SINGAPORE — To make way for the expansion of Changi Airport’s Terminal 1 (T1) and the construction of the Project Jewel complex, the open-air car park in front of T1 will be closed by the end of the year.

SINGAPORE — To make way for the expansion of Changi Airport’s Terminal 1 (T1) and the construction of the Project Jewel complex, the open-air car park in front of T1 will be closed by the end of the year.

The 3.5ha car park offers 850 parking lots and with its imminent closure, one of two car parks serving Terminal 2 (T2) will be redesignated for use by T1 visitors. Valet and shuttle services will also be introduced, while a new 230-lot South Car Park — a five-minute walk from T2 — will be constructed next to the Jet Quay Terminal. An additional 170 lots will also be provided at the two existing T2 car parks.

Taking into account all the changes, the total number of car park lots serving T1 and T2 will be reduced from about 3,120 to about 2,660.

To free up more parking spaces, the S$20 cap on daily parking charges at the main terminal car parks will be removed from 2am on Oct 14.

Changi Airport Group (CAG) said that although only about 2 per cent of car park users park beyond 24 hours at the airport, they account for about 20 per cent of the overall parking utilisation on an average day. Mr Ling Ming Koon, vice-president of CAG’s Terminal 1 Expansion Programme, said: “As such, we would have to manage this demand and encourage them not to park overnight at the car park ... This will then free up important spaces that we can then use for the majority of airport users.”

The new South Car Park will have a S$35 cap on daily parking charges. At 3.5 cents per minute, its parking rates will also be lower than the airport’s other car parks, which charge 4 cents per minute. This is because the car park is located slightly further away from the main terminals.

Once the open-air car park is closed, visitors driving to T1 will be directed to the existing T2 Car Park 2B, which will be renamed T1 Car Park and have a total of 1,100 lots.

T2 will continue to be served by its existing Car Park 2A, which will have about 1,300 parking spaces after the additional lots are built.

CAG said based on the airport’s car park utilisation rates, the number of parking spaces at the T1 and T2 car parks is expected to be adequate to cater to users of both the terminals.

Mrs Rina Dadlani, 56, a frequent traveller who parks her car at the airport when she travels overseas for work, was upset at the removal of the cap on daily parking charges at the main terminal car parks.

“It will be expensive for us to park at the airport while we are on an overseas business trips.

“For example ... we (have to) take cabs when they are so unreliable and expensive,” said the accountant, who travels twice every month.

A complimentary shuttle bus service, which will run between T1 and T2 from 10am to 5am the next day, will be introduced. Valet parking services will also be available at T2 Car Park 2B during peak hours.

Plans for the S$1.47 billion Project Jewel were first announced by Prime Minister Lee Hsien Loong in August last year.

The mixed-use development — to be completed by end-2018 — will feature 22,000 sq m of attractions and 90,000 sq m of retail space, among other things.

One of the attractions is an indoor garden with a 40m-high waterfall.
