Two foreigners jailed for trying to bribe police

SINGAPORE — Two foreigners — Chinese national Yu Xiaorong and Yelena Kalugina from Kazakhstan — were each jailed for four weeks yesterday for trying to bribe police officers.

Yu, 48, pleaded guilty last month to one charge of corruptly offering S$1,000 to Inspector Lam Wai Kit.

The incident happened in July last year after she was arrested at the Singapore Turf Club for illegal bookmaking activities. While making a statement at the police station, Yu offered to pay Inspector Lam to let her off, but he rejected the bribe.

A report about the incident was later made to the Corrupt Practices Investigation Bureau (CPIB).

Kalugina, 26, was charged last month with one count of corruptly offering S$2,150 to Inspector Loh Loong Ee. She had offered the sum while being questioned by him on June 28 about suspected illegal activities.

Despite his warnings to her that it is an offence to bribe police officers in Singapore, she repeated her offer in a bid not to be arrested. He turned down the bribe and arrested her.

The incident was referred to the CPIB. Under the Prevention of Corruption Act, it is an offence to bribe, or attempt to bribe, public officers.

Anyone convicted of a corruption offence can be fined up to S$100,000, or jailed up to five years, or both.
