Two women given fines, bans for abandoning their pets

​SINGAPORE – Two women were fined and issued six-month disqualification orders (DO) for abandoning their pets, said the Agri-Food and Veterinary Authority of Singapore (AVA) on Wednesday (Aug 16).

SINGAPORE – Two women were fined and issued six-month disqualification orders (DO) for abandoning their pets, said the Agri-Food and Veterinary Authority of Singapore (AVA) on Wednesday (Aug 16). 

A DO disqualifies an individual from owning any animal.

Tan Lee Cheng, 46, was fined S$4,000 for one count of pet abandonment. 

A member of the public alerted the AVA in September last year to a Jack Russel Terrier wandering in the vicinity of Gangsa Road and Lompang Road. 

Tan’s son had earlier adopted the terrier, named Galgal, from a friend in mid-2016, but Tan soon abandoned Galgal after she observed that her son was unable to care for it.

Galgal was handed over to an animal welfare group but it later died because of "underlying medical conditions", said the AVA..

In a separate case, 43-year-old Lu Mei Hua was fined S$3,500 for one count of pet abandonment and one count of keeping an unlicensed dog. 

In February 2017, AVA received feedback alleging that Lu had abandoned her Toy Poodle, Yoyo, at a void deck in Ang Mo Kio. 

During investigation, Lu admitted she had instructed her domestic helper to release Yoyo after it bit her daughter’s finger. 

AVA also found that Lu did not license her pet dog. Yoyo was cared for by a fosterer while the investigations were ongoing, and has since been rehomed.

In the media release, AVA said it investigates all feedback on pet abandonment and will take enforcement action where necessary. 

Individuals who abandon their pets face a maximum fine of S$10,000 and/or a 12-month jail term for first convictions.
