More than 20 years old, is the Certificate of Entitlement (COE) system up for a fundamental shake-up? Soaring COE premiums in recent times – hitting $97,000 in January – have fueled unhappiness, not least over the perceived social inequity – that mass-car buyers are losing out to the well-off. Should car-buyers be made to pay what they bid for their COE? Or should COEs just be balloted for, like HDB flats? Should car-dealers be taken out of the process? Should households be limited to 1-2 COEs each? What should COE categories be based on – OMV, horsepower, buyers’ need? Should those with ‘needs’, such as families with young children, be given a greater shot at owning a car? Or are cars really a luxury good and hence we should leave market forces alone?
