New online betting rules and safeguards: What you need to know

SINGAPORE — Over the next two months, Singapore Pools and Singapore Turf Club will be making available online betting on football, Formula 1, lottery and horse-racing. Here's what the two exempt operators will offer, and the social safeguards in place:

SINGAPORE — Over the next two months, Singapore Pools and Singapore Turf Club will be making available online betting on football, Formula 1, lottery and horse-racing. Here's what the two exempt operators will offer, and the social safeguards in place:

SINGAPORE POOLS

  • Remote gambling for existing 4D and TOTO, football and motor-racing sports betting
  • For football betting, current services such as “live” betting during matches will also be available online
  • Enhanced Singapore Pools account service to be launched on Oct 25, 2016 for registered customers to place bets online (singaporepools.com)
  • Phone betting for lottery and sports will continue as part of enhanced service
  • Applications for accounts will be deferred till the service is launched
  • Existing gold and platinum account customers can continue using their accounts till Oct 24, 6pm, and they must update their personal particulars by Oct 23 in order to migrate to the Singapore Pools account
  • No mobile app available at the moment, but feature will be looked into

HOW TO SIGN UP

  • Complete an online registration form at singaporepools.com to sign up for a new Singapore Pools account
  • Visit any Singapore Pools branch in person with your original NRIC, or official photo identification document (work permit, employment pass, special pass) for staff to conduct a face-to-face identification and authentication
  • Application process will take a minimum of three days 
  • Each customer is allowed to open and operate only one account
  • Customers can deposit funds into their account via cash, top-up cards or NETS

SINGAPORE TURF CLUB

  • New online wagering platform, iTote, to be launched on Nov 15, 2016
  • iTote will allow account holders to place bets on horse racing online
  • iTote app will be available on iOS, Android devices, iTote can also be accessed via internet 
  • Existing telebetting services will continue
  • No new applications for accounts will be processed until launch of new platform

HOW TO SIGN UP:

  • Applications must be made in person at the Singapore Turf Club or any of its eight off-course centres
  • Original identity documents required for identification
  • Application process will take an average of about two weeks

Social safeguard measures to be implemented:

  • Individuals below the age of 21 will not be allowed to open an account
  • Those who are excluded from the casinos under Family Exclusion, Automatic Exclusion by Law or Third Party Exclusion Order (including those receiving Government financial aid) will not be allowed to open or maintain accounts
  • Account holders will be subjected to periodic checks on casino exclusion status with the National Council on Problem Gambling
  • Two-factor authentication process used during account log-in, player has to input user ID and one-time PIN sent to his mobile phone
  • No gambling on credit
  • Players are required to set daily expenditure and funding limits, with limit increases to only take effect the next day, while a decrease in limit will take effect immediately
  • Operators must seek approval from MSF for any advertisement and promotional activities 

Responsible gaming measures:

  • A self-exclusion scheme for indiviauls to voluntarily exclude themselves from betting
  • Provide information packages on responsible gaming and help services for problem gambling to players
  • prominent display of responsible gambling measures on exempt operators’ websites
  • Notifications on daily deposits, winnings/losses when player logs in and out of account, alerts when player has exceeded 75 per cent of expenditure limit
  • Display of time counter on website to show amount of time spent logged into account
  • Publication of odds of winning (where applicable) on websites
  • Providing monthly statements of gambling activities and patterns

Other measures:

  • Exempt operators are only allowed to offer remote gambling for existing products
  • No new bet products can be offered without prior approval
  • No casino-style games or poker allowed
  • Operators must put in place robust systems and controls on anti-money laundering and countering financing of terrorism 
  • Operators must accurately record pay-outs and play transactions, secure its IT systems to protect customer data and transactions
