Are long waits at police stations commonplace?

I visited the Toa Payoh Neighborhood Police Post yesterday to report the loss of my bag. When I reached there at 6.45pm, there were two officers on duty. Both officers were busy and asked that I wait. But even after a good 1hr 10min, neither of them were done. With no sign of them coming anywhere close to finishing what they were doing, I ended up leaving the police station at 8pm.

I wonder if it is usual for police officers to take such a long time writing out complaint reports. Perhaps they could have been more considerate toward those waiting in line and tried to speed up the process. What if there another two persons ahead of me? It would have been impractical for me to wait over 2hrs in order to lodge a police complaint.
