Do not let 2020 rail deadline rush us on major decisions

I refer to the article “S’pore-KL high-speed rail ‘a game changer’” (April 10). The high-speed rail in itself cannot be a game changer. Like any tool, it is about how it is leveraged that would enhance profit, competitive edge and growth.

The investment is underpinned not only by the agreement and the asset, but also the spirit to cooperate and co-create solutions. Aiming for a win-win relationship is a good start.

There are potential pitfalls, puddles and potholes, however, which could affect the project and our bilateral relationship, if either party were to consider who should win first or win more. How can an appropriate balance of wins be ensured always?

If circumstances change and favour one party, how should both parties respond to the differences in the equation? Would one party be used as a bogeyman for political gain, affecting the spirit of cooperation?

Besides providing for contingencies, leaders of both countries must explore ways to handle naysayers and party poopers. While having the political will to complete the project is important, we should not let the suggested 2020 deadline rush us on major decisions and proper implementation of the project.

We must galvanise the best talents, study how to implement best practices and devote sufficient time to lay a proper foundation for further initiatives. May the project help craft a framework for more and better projects in future.
