Faulty alarms can desensitise the public to security issues

My concern is with malfunctioning alarms. This is a problem at Woodlands Industrial Estate, for example. Is the public supposed to ignore the alarm in such instances or become desensitised eventually, since it has happened too many times?
I find this disturbing for obvious reasons. Irresponsible tenants should be fined for any lack of maintenance or ignorance of how to apply alarm settings. The lack of police action here is equally disconcerting.
Furthermore, this site lacks security. It is worrying when there are no checks on members of the public entering an industrial building. I was able to do so once at 3.30am without being stopped.
