Very often, government handouts benefit only those living in Housing and Development Board (HDB) apartments. This might not be a fair way to ensure that those really in need benefit from such schemes.

Retirees have zero income. Others around the same age who are still gainfully employed may have had pay cuts. Whether these seniors are living in HDB flats or private property should not matter as much as whether they are still earning an income.

If a senior is still working, the quantum of payouts they qualify for should be calculated on the basis of their last-drawn pay.
