We thank Mr Francis Cheng for his letter “ITE slashing raises questions about campus security” (March 13). Institute of Technical Education (ITE) colleges are designed to be an integral part of the community.

The intent is to allow the community to use our facilities, benefit from the Government’s investment in public projects and know more about the ITE and technical education.

Based on this open-campus concept, our colleges are designed and built with a combination of passive and active security measures.

Passive measures include proper zoning of facilities to define public and private areas, and addressing areas vulnerable to security concerns. Active measures include surveillance via closed-circuit televisions, security guard deployment and access control to restricted facilities. These measures allow ITE students and the public to learn, interact and enjoy the amenities together.

We would also point out that security guards at our colleges are trained, licensed and equipped to perform their tasks. They are briefed regularly to observe established standard operating procedures and are required to conduct regular patrols and guard tours. The March 11 incident at ITE College West was an unfortunate, isolated one.

We will continue to enhance the security measures and take a balanced approach to ensure that our colleges remain inclusive and safe for our students, staff and the public.
