We thank Mr Neil Wilkinson for his letter “Motorbike passes LTA check twice, but NEA issues fine” (April 21).

Two-stroke motorcycles are permitted on the road provided they meet the statutory requirements of the Land Transport Authority’s Road Traffic Act and comply with the National Environment Agency’s regulatory requirements. Under the Environmental Protection and Management (Vehicular Emissions) Regulations, it is an offence for any vehicle to emit visible smoke while it is in use on the road.

The motorcycle belonging to Mr Wilkinson’s son was captured on video emitting smoke on March 15 along Tampines Avenue 10.

Smoke emission from two-stroke motorcycles is often an indication of overuse of lubricant in the engine. Hence, it is important that owners of two-stroke motorcycles use the correct dosage of lubricating oil, as prescribed by the manufacturer, to prevent smoke emission.

Mr Wilkinson can contact our hotline 1800-CALL NEA (1800-2255 632) or email us at Contact_NEA [at] nea.gov.sg should he wish to view the video footage of the smoke emission from his son’s motorcycle.
