Only one way for needy commuters to get a seat

There is only one way for the elderly, the disabled and others in need to get a seat when the buses or trains are full: They must tell the youngsters to give up their seat.
I have often noticed young people, workers and even some national servicemen either pretending to sleep or concentrating on their mobile phone, ignoring the people who need a seat.
Recently, as a couple of youngsters were ignoring some elderly people who were standing, I offered an old lady my seat, but she refused. I wondered why, and my wife told me that she had looked at my white hair.
