Parents living less than 500m from school should not have to undergo balloting

Parents living near a school are thinking only of the convenience for their children, who have co-curricular activities and extra classes to attend nowadays. If one also has a child attending kindergarten in a different place, time would be tight for parents and it would be more difficult for them to manage.
I live within a block of a school but was unlucky in the balloting. Now, we must think of a school further from our home. The Education Ministry should change the rules in distance priority.
