Silver Support payout should not be based on past earning capacity

Members of the Pioneer Generation have been receiving their letters on how much they are entitled to in the Silver Support Scheme.

I know several people who have not received the letter, and a check with the Central Provident Fund Board confirmed that they will not receive any payout, mainly because their CPF contributions exceeded S$70,000 by age 55.

The problem with using past earning capacity is that this may have changed as they have aged. It is more relevant to assess their present circumstances to determine if they have fallen through the cracks and need any governmental help.

I can imagine their disappointment and despair on learning that the money they were anticipating will not be arriving.
