Site parking gantry on service road of Tampines St 45 precinct

I agree that an Electronic Parking System gantry cannot be located at the said precinct entrance along Tampines Street 45 because it is close to the main road.
A gantry could be sited about 30 to 50 metres from the entrance, however, as had been done for an adjoining precinct.
By having the gantries only at the multi-storey car parks, motorists are encouraged to park illegally along the service road. Some of the cars are foreign-registered.
Many HDB estates have a gantry on the service road, so why are these apartment blocks in the 498 series an exception?
