Tweak public transport fares to promote short trips

Given that improvements being made in transport services are factors to be considered in the future fare formula, fares are expected to be revised upwards.
Perhaps the Public Transport Council could restructure and tweak the fares then to favour shorter distances to entice commuters to visit estates nearer their home more frequently, for social trips and to shop for goods and services.
In an increasingly car-lite society, a drop in short-distance fares could lead to more of such trips and possibly higher fare revenue if there is price elasticity of demand.
