Use sniffer dogs alongside foot patrols to beef up security

In the light of the escalating risks of terrorism-related events and measures taken round the world, I wonder if sniffer dogs could be trained to work alongside foot patrols in highly visible areas.
Such service dogs are used in airports and theatres of war to detect incendiary devices. They are highly restrained and, with publicity and education, should not be a threat to the public.
