Would flaw have been exposed if not for uproar?

The report “No commercial columbarium at temple site in Sengkang” (Jan 30) stated that the plans for the site by the winning tenderer, a company with no religious affiliation, did not correspond to that for a place of worship.

The report “No commercial columbarium at temple site in Sengkang” (Jan 30) stated that the plans for the site by the winning tenderer, a company with no religious affiliation, did not correspond to that for a place of worship.

While I appreciate the National Development Minister’s honesty in admitting the mistake on behalf of the Housing and Development Board (HDB), I am puzzled. It was a multi-million-dollar tender exercise and not the first time the HDB was doing it.

In a country touted to be fair, transparent and meticulous, how could such a thing happen? If not for the residents’ uproar, would this flaw have been exposed?

Probing further, are there previous tenders that went to ineligible bidders because somebody or something in the system had assumed the wrong thing?
