Man gets seven months jail after kissing female M’sian enforcement officer

KUALA LUMPUR — A man earned himself a seven-month jail term after he kissed a KL City Hall (DBKL) enforcement officer while she was issuing summonses for illegally parked vehicles.

Cesar Jamanulla, 36, from Kota Kinabalu, Sabah, pleaded guilty to intimidating his victim with the intention to outrage her modesty.

Magistrate Mahyudin Mohmad Som ordered for the accused’s jail term to run from the date of his arrest on Feb 20.

Cesar committed the offence in front of Hotel Ansa in Bukit Bintang in Kuala Lumpur at 7.20pm on Feb 20.

In pleading for leniency, Cesar, who was unrepresented, said he needed to support and take care of his mother.

According to the facts of the case, the female staff was on duty when the accused approached her and prevented her from issuing summonses for illegally parked vehicles.

As she was about to issue the final ticket, the accused came near the victim again and told her that she was beautiful.

She ignored the accused and asked him to back off as she needed to carry out her duty. However, the accused quickly grabbed her face and kissed her on the lips.

The victim pushed the accused away but he persisted, leading her to shout for help.

Cesar’s charge, under Section 354 of the Penal Code, carries a maximum jail sentence of 10 years, or a fine, or whipping, or any of the two, if convicted. NEW STRAITS TIMES
