HDB launches over 8,000 new flats, including BTO units in Tengah, Ang Mo Kio and Tampines

SINGAPORE — The Housing and Development Board (HDB) launched 4,571 Build-to-Order (BTO) flats in the year’s largest BTO exercise on Tuesday (Nov 12).

Another 3,599 Sale of Balance (SBF) units were also launched. 

The BTO units are spread across five housing projects — three in the non-mature town of Tengah and two in the mature estates of Ang Mo Kio and Tampines, said the HDB in a press release.

BTO UNITS IN TENGAH, ANG MO KIO AND TAMPINES

The types of BTO flats available in Tengah, Ang Mo Kio and Tampines range from two-room flexi to five-room units. There are also 3Gen flats available in November's BTO exercise.

Two of the three Tengah projects — Plantation Village and Plantation Grange — will have shorter-waiting times, where at least 95 per cent of the four-room and bigger flats will be set aside for first-timer families, said the HDB.

This is a 10 per cent increase from the current quota of at least 85 per cent in non-mature estates. 

The HDB added that the new flats’ prices will take into account factors such as location, flat attributes and prevailing market conditions.

Eligible first-timer families can also enjoy the enhanced CPF Housing Grant of up to S$80,000. 

The grant, announced in September, increased income ceilings and removed restrictions on flat type and location. 

With such grants, flat buyers could get a two-room flexi flat in Tengah for S$30,000 for example, while a four-room flat could cost around S$242,000, said the HDB.

Transacted prices of four-room resale flats in the vicinity range between S$365,000 and S$455,888, according to data provided by the HDB.

The HDB added that first-timer families will continue to enjoy priority in flat allocation.

Applicants who wish to live close to their parents or married children in the same BTO project can submit a joint application under the Multi-Generation Priority Scheme.

SALE OF BALANCE FLATS EXERCISE

The 3,599 balance flats on offer comprise 760 two-room flexi units, 536 three-room units, 1,677 four-room units, 561 five-room units, 56 3Gen units and nine executive flats across various estates.

The majority of the units are reserved for first-timer families, said the HDB. Eligible first-timer singles may also apply for a two-room flexi flat in non-mature towns.

The HDB added that about 22 per cent of the SBF flats are already completed and the rest are under construction.

Similar to BTO flats, SBF flats are subsidised and priced considerably lower than comparable resale flats in the vicinity, said the HDB.

Under the SBF exercise, a four-room unit in a non-mature town could cost around S$146,000, including grants.

Applications for flats can be made on the HDB website from Tuesday until Nov 18. Buyers may apply for only one flat type in one town under either the BTO or SBF exercise, said the HDB.

The November launch brings the total number of BTO flats offered this year to 14,591 units, said the HDB.

Together with the 6,867 balance flats offered in the May and November SBF exercises, and the 1,293 units in the February and September Re-Offer of Balance Flats (ROF) exercises, HDB has offered a total of 22,751 flats in 2019.

The next sales launch will be in February next year, with about 3,000 BTO flats in Sembawang and Toa Payoh, said the HDB.

Subsequently in May next year, HDB will offer about 3,700 BTO flats in Choa Chu Kang, Pasir Ris, Tampines and Tengah.
