Lorry driver fined S$25,000 for illegal dumping of excavated earth

SINGAPORE — A lorry driver has been fined S$25,000 for illegally dumping some 10 tonnes of excavated earth at Old Upper Thomson Road.
If he cannot pay the fine, he will be jailed 25 days.
The National Environment Agency (NEA) investigated a public complaint made on Oct 28 last year, and found that the driver, Neo Aik Khee, had been instructed by his employer to dispose of the waste at Changi Staging ground. However, Neo dumped the earth at a public place along Old Upper Thomson Road because his lorry had a puncture tyre.
This constitutes an illegal dumping offence.
There were a total of 38 illegal dumping cases last year, down from 160 in 2000, said the NEA in a statement today (Oct 29).
For his offence, the penalty is a fine of up to S$50,000 and/or jail of up to 12 months. For subsequent convictions, those found guilty can be fined up to S$100,000, with a minimum jail term of not less than one month and not more than 12 months.
