Man fined S$3,000 for exposing his private parts to special needs boy

SINGAPORE — A 60-year-old man was fined S$3,000 on Monday (April 8) for exposing his private parts to a 12-year-old boy with special needs.

Chua Swee Chiang, who works as a housekeeper, pleaded guilty in the State Courts to one count of committing an indecent act in public, after initially claiming trial to the charge.

The court heard that the incident happened on April 16 last year, at around 10pm. Chua’s victim, who cannot be named due to a court gag order to protect his identity, has low IQ and studied in a school for special needs students.

On that evening, the boy’s mother was looking after him and his five-year-old brother at a playground. The location was redacted from court documents.

Chua was sitting on a bicycle machine at an exercise corner beside the playground, wearing a white T-shirt and loose black shorts without underwear.

Chua caught the attention of the boy’s mother, as he was smiling at the boy. When she looked over at the older man, she saw him exposing himself through the opening of his shorts.

Shocked, she turned her head away, but Chua continued his obscene act when she looked back to him two more times.

She then walked up to Chua to confront him, but he stood up from the bicycle machine and ran off. She followed him and tried to take a photo of him, but he managed to run away.

It was not stated how he was eventually caught.

For committing an obscene act in public, Chua could have been been jailed up to three months and/or fined.
