SINGAPORE — From mid-October, most school activities, including co-curricular activities (CCAs), will be allowed to resume for all levels with safe management measures in place, the Ministry of Education (MOE) said on Tuesday (Oct 7).

The cap on the number of people allowed to take part in most school activities will also be raised from 20 to 50 people with immediate effect. This limit includes any adults overseeing or supporting the activity.

The resumption of activities comes as national capabilities to detect and trace Covid-19 cases have improved, and safe management measures in schools have been effective, MOE said.

“CCA experiences and school activities are important elements of our students’ socio-emotional well-being and holistic development…  which are important especially during these difficult times,” the ministry wrote in a statement.

Students across all levels, except the institutes of higher learning, have returned to school daily since June 29. Selected school activities have also gradually resumed since July 27 for secondary schools, junior colleges and Millennia Institute, while primary schools were given the option to resume such activities from Sept 14.

Activities held outside the school, speech and drama programmes as well as activities involving wind instruments will no longer be suspended after the year-end examinations.

Also allowed to resume are student work or research attachment programmes held in external venues, as well as activities involving different schools.

When participating in these activities, students must continue to abide by safe management measures such as keeping 1m apart from each other, MOE said.

For physically-intensive exercises like sports where students are unmasked, they must keep 2m apart from each other.

If they are unable to observe the minimum safe distance, students should be organised into groups of five with a 1m minimum distance between groups, or 3m if the students are unmasked.

Some activities deemed as having a higher risk of infection, such as singing, Taekwondo sparring and overnight camps, will remain suspended.

From 2021, the annual National School Games and the Singapore Youth Festival Arts Presentation will resume after being cancelled this year because of the Covid-19 situation.

Non-residential outdoor adventure learning activities conducted by Outward Bound Singapore or external vendors will also resume next year. Further details on these activities will be shared at a later date, MOE said.

The ministry added that it will continue to monitor the situation closely as it resumes further aspects of school life.
