SINGAPORE — The National Environment Agency (NEA) will be taking action against a man who was caught on video throwing a diaper onto a car in the car park of Tampines Mall, the agency said in a Facebook post on Saturday (Sept 7).

“We have completed our investigations as of 3 September and will be proceeding with enforcement action against the person for a littering offence. We would like to thank the member of the public for highlighting the littering act,” NEA said.

“Everyone needs to play his part to keep Singapore clean by binning his litter responsibly. Members of the public who wish to provide feedback or evidence of littering offences may do so through myENV mobile application or the NEA’s hotline.”

Facebook user Jonathan Lee appeared to have captured the incident on a rear car camera. In a post on the social-networking site on Aug 24, Mr Lee claimed that the man, seen in a black T-shirt, had flung a used diaper onto his car at Tampines Mall earlier that day.

In a video that had accompanied the post, the man is seen shutting the boot of his Toyota car before throwing a white object resembling a diaper onto the vehicle behind it. The man then drives his car out of the parking space.

In an update to the post on Sept 1, Mr Lee said that the man in the video has since apologised to him on Facebook Messenger. Mr Lee said that he had also removed the video and photos from his page as requested by the man.

“I believe that he is truly apologetic and his family had also been affected by this incident. I trust that he will learn from this incident,” Mr Lee said.

“That being said, he still has to answer to NEA on this incident.”
