Probation sought for pizza delivery rider who sped on e-scooter and collided with pedestrian

SINGAPORE — Prosecutors are asking for probation for an 18-year-old part-time pizza delivery rider who was speeding on his e-scooter when he crashed into a pedestrian on a footpath in Chua Chu Kang last year.

SINGAPORE — Prosecutors are asking for probation for an 18-year-old part-time pizza delivery rider who was speeding on his e-scooter when he crashed into a pedestrian on a footpath in Chua Chu Kang last year.

Skye Lee Shi Jia pleaded guilty on Tuesday (Nov 12) to a charge of committing a negligent act, but he argued that the then-54-year-old pedestrian Toh Meng Wan was dashing across the footpath and not walking, as the prosecution had presented. 

He withdrew this claim after District Judge Eddy Tham asked him how he could have known that if he was speeding and a barricade was blocking his view.

Court documents state that on May 23 last year, Lee, who was 16 years old at the time, was travelling at a speed of 20km/h — above the then-prevailing speed limit of 15km/h — near Block 137 Teck Whye Lane.

E-scooters are now banned from footpaths altogether.

Lee did not slow down when he rode the e-scooter near a junction and collided into Toh, causing her to fall, knock her head on the floor and incur a 4cm laceration on her scalp.

His e-scooter was non-compliant, the court also heard, as it had a width of 74cm, which exceeded the width limit of 70cm as set out under the Active Mobility Regulations.

After the collision, Lee attended to Toh by applying pressure on her head wound to stop the bleeding. The woman was later taken to Ng Teng Fong General Hospital by an ambulance, where she received three stitches and was given eight days’ hospitalisation leave.

The medical costs amounted to S$488, which was all paid for by Lee, the court heard.

Deputy Public Prosecutor Foo Shi Hao called for a suitability report for probation, pointing out that Lee was young when he committed the offences.

He highlighted that he is seeking probation instead of a fine as Lee was speeding and riding a non-compliant e-scooter. 

Lee is expected to be sentenced on Dec 10.
