Probation for 21-year-old caught filming under woman's skirt; similar videos of 63 women found on his devices

SINGAPORE — Noticing that a woman in a skirt was heading up an escalator at Ang Mo Kio Bus Interchange, Kang Zhen Wei filmed a voyeuristic video of her before he was caught red-handed by the woman’s husband.

SINGAPORE — Noticing that a woman in a skirt was heading up an escalator at Ang Mo Kio Bus Interchange, Kang Zhen Wei filmed a voyeuristic video of her before he was caught red-handed by the woman’s husband.

After the police arrested Kang, they raided his home and found hundreds of obscene videos including upskirt videos of 63 unidentified women filmed over a seven-month period.

On Wednesday (May 10), the 21-year-old was ordered to undergo 21 months of supervised probation and to serve 80 hours of community service.

Supervised probation is generally imposed on offenders aged under 21 where it is considered appropriate by the sentencing judge. It allows the offender to remain in society subject to probation conditions such as curfews.

Kang, who was under 21 at the time of his offences, pleaded guilty on March 2 to two voyeurism charges. 

He will also have to attend a treatment programme for his sexual offences and will be prohibited from using mobile devices with camera function.

Court documents stated that a probation officer will review this prohibition over time, and will subject all of Kang’s electronic devices with internet access to regular checks.

Two other charges related to insulting a woman’s modesty and possessing obscene films were also taken into consideration for his sentencing.

WHAT HAPPENED

The incident at Ang Mo Kio Bus Interchange took place at around 7.30pm on July 18 in 2021 while Kang was serving his National Service.

At the time, he was heading down the escalator when he noticed his victim, a woman from Malaysia then aged 36, heading up the escalator in the opposite direction.

Once Kang got off the escalator, he caught up with the woman on the upwards escalator, then placed his phone under her skirt and began recording a video.

The woman’s husband, then aged 35 and also from Malaysia, caught Kang in the act and confronted him when all three stepped off the escalator.

Upon examining Kang's phone, the man discovered that he had recorded an 11-second voyeuristic video of his wife, and sought the assistance of an SBS Transit employee.

Kang was arrested by the police, who raided his home and seized eight electronic devices, comprising laptops and mobile phones.

They found that the devices contained 614 obscene films including upskirt videos of 63 unknown women, all taken in the vicinity of Ang Mo Kio.

During Wednesday's hearing, District Judge Carol Ling asked Kang’s parents to stand before her.

She told them that the 21-month duration of the probation meant that their son would have “quite a long journey ahead”.

The court will therefore needed their “partnership, commitment, involvement and support because when the going gets tough, (Kang) would need someone to be there for him”, she added.

Kang’s parents will have to post a bond of S$5,000 to ensure his good behaviour during the probation period.

After learning that Kang is unemployed and hoping to enter university, District Judge Ling said: “We hope for him to study, to get a job. I think the important thing is to be useful and engaged in life.”

Anyone found guilty of voyeurism can be jailed for up to two years, or fined, or caned, or given any combination of such punishments.
