Youth peeped at teen boy in public toilet while out on bail, gets reformative training

SINGAPORE — While out on bail pending his sentence for peeping at boys in the toilets of a primary school and at a mall, Bryan Tee Jian Peng peeped at another teenage boy at Parkway Centre in Marine Parade.

SINGAPORE — While out on bail pending his sentence for peeping at boys in the toilets of a primary school and at a mall, Bryan Tee Jian Peng peeped at another teenage boy at Parkway Centre in Marine Parade.

For his crimes, the 20-year-old Singaporean was sentenced on Tuesday (Jan 12) to at least one year of reformative training — a regimented rehabilitation programme for offenders under 21 who commit relatively serious crimes.

Tee, who turns 21 next week, first pleaded guilty in June last year to two charges of criminal trespass: One for entering the compound of the primary school in Tampines and another for peeping at a boy in a public toilet at United Square Shopping Mall in Novena on a different day.

He also admitted to a third charge of stealing a shoe rack with 12 pairs of shoes from outside a neighbour’s unit.

He was then allowed to remain out on bail after a judge called for a report to assess if he was suitable for probation.

But in August last year, Tee struck again, at Parkway Centre, which is primarily occupied by tuition centres. He followed a 15-year-old boy into a toilet on the 10th storey, went into the cubicle next to his and stood on the toilet bowl to peep at him over the partition.

When Tee tried to film the boy with his mobile phone, the boy looked up and spotted the device. Tee fled without successfully taking any photographs or videos.

He later pleaded guilty to a fresh charge of voyeurism.

Five other similar charges were taken into consideration for sentencing. These include criminal trespass at two other primary schools, where he loitered at one and spied on three primary school pupils relieving themselves in the other school.

PREVIOUS OFFENCES

The court heard that Tee had entered a primary school in Tampines slightly after noon on Oct 11, 2019.

He chose to do so on a Friday, knowing that pupils were released from school earlier in the day and that the compound would be less crowded than usual.

Tee then lied to the school’s security guard, believing that the guard would assume he was an ex-student given his age and was unlikely to remember the faces of visiting ex-students or closely monitor their movements.

Once he was in, Tee went into the boys’ toilet on the fifth floor and waited for pupils to enter but no one did. After hiding in the toilet for an unspecified length of time, he left but was stopped by a teacher near a staircase.

The school then called the police because Tee could not provide a legitimate reason for being at the school.

He was again out on bail at this time, having been charged with earlier offences.

Back in July 2018, Tee spotted an 11-year-old boy outside United Square Shopping Mall. He decided to follow him to find out where he was attending his tuition classes.

Tee then developed a habit of waiting for the boy in the mall. Court documents did not state if he saw the boy on other occasions.

However, he was caught in the act on the evening of Aug 23 that year when he followed the boy to a toilet on the fourth floor of the mall.

He peeped over the cubicle’s wall while covering the lower half of his face. He continued watching the victim for a short while before the victim spotted his face and shouted: “I can see you, okay!”

Tee fled the mall but was caught the next day when he went to the same toilet there.

The boy and his father recognised Tee and a security guard helped to detain him before the police arrived.
