Electoral boundaries report: 13 SMCs, 16 GRCs for next GE

The Government has accepted the recommendations of the committee, comprising five high-ranking civil servants, to have 13 Single Member Constituencies (SMCs) — up from 12 — six Group Representation Constituencies (GRCs) with four Members of Parliament (MPs), eight five-MP GRCs and two six-member GRCs.

Two more parliamentary seats will be up for grabs in the next GE, for a total of 89 elected MPs.

Boundaries have shifted for many constituencies. Notable changes include the formation of three new SMCs, Bukit Batok, Fengshan and MacPherson, and the scrapping of two SMCs, Joo Chiat and Whampoa, served now by MPs Charles Chong and Heng Chee How.

Moulmein-Kallang GRC is no more, while two new four-member GRCs called Jalan Besar and Marsiling-Yew Tee have been formed. Three GRCs have been downsized from five to four members: Chua Chu Kang, East Coast and West Coast.

The names of larger GRCs remain unchanged, with Ang Mo Kio and Pasir Ris-Punggol staying as six-member constituencies. The five-member GRCs are: Aljunied, Bishan-Toa Payoh, Jurong, Marine Parade, Nee Soon, Sembawang, Tampines and Tanjong Pagar.

The committee’s report comes 11 days after Prime Minister Lee Hsien Loong announced in Parliament that the committee had been formed two months ago.

The committee’s terms of reference, given by Mr Lee, were to take into consideration significant increases or decreases in the number of electors in current electoral divisions as a result of population shifts and housing developments since the last exercise.

The committee was also tasked to have at least 12 SMCs and to reduce the average size of GRCs to below five – the new average is 4.75.

As on Aug 1, the number of electors is estimated to be 2,460,977 – an increase of 110,720 from the 2011 Registers of Electors. This works out to an average MP-to-electors ratio of 1:28,300, based on 87 elected MPs today.

The committee comprises chairman Tan Kee Yong, secretary Lee Seng Lup, and members Dr Cheong Koon Hean, Mr Tan Boon Khai and Ms Wong Wee Kim. It submitted its report to Mr Lee on Tuesday.
