SINGAPORE — The Aljunied-Hougang-Punggol East Town Council (AHPETC), run by the Workers’ Party, has revised its service and conservancy charges (S&CC), with hikes amounting to between S$3.50 and S$10 for some residents.

In Bedok Reservoir-Punggol, Serangoon, Paya Lebar and Eunos divisions and Hougang SMC, the monthly S&CC rates for Singapore citizens living in one- and two-room Housing and Development Board (HDB) flats, as well as Housing and Urban Development Company (HUDC) flats, will remain the same. The rate for a one-room flat is S$19, while two-room flats will pay S$28 each.

For three-room flats, the S&CC from Apr 1 will go up by S$3.50 to S$43. The rates for four-room flats will be S$56.50, while that for a five-room flat will be S$69.50. Executive or maisonette flat owners will face the steepest increase of S$10.

Rates for executive or maisonette flats will increase to S$90, after the steepest increase of S$10.

In a mailer sent to residents yesterday, the town council’s Chairman Sylvia Lim attributed the increase to rising costs and inflation.

For instance, with the ongoing Lift Upgrading Programme, the upgraded or new lifts will have landings on every floor — increasing lift maintenance and parts replacement costs.

More sinking funds will also be needed for their replacement in the long run, noted Ms Lim, who is also the WP Chairman. Electricity consumption accounted for almost 30 per cent of total annual operating costs, and this is expected to increase with the completion of more lifts from the upgrading programme, she added.

Ms Lim also noted that the last revision for Hougang constituency was in 2007. She added that since taking over after the General Election in 2011, the AHPETC has harmonised the S&CC rates for Aljunied GRC and Hougang SMC, resulting in lower rates for some room types. Attempts to reach Ms Lim were unsuccessful.

The S&CC hike for AHPETC, which is run by the WP, comes one month after eight PAP-run town councils announced increases of between S$1 and S$15 over the next two years. CHANNEL NEWSASIA
