3 men charged with circuit breaker offences; one accused of drunkenly banging head on police car
SINGAPORE — Three men aged between 24 and 66 were charged in court on Wednesday (May 6) with circuit breaker-related offences, such as verbally abusing enforcement officers and leaving their homes without a reasonable excuse.

Navarro Charles Josef Guimere, a 24-year-old Filipino, faces four charges that include committing mischief to property and contravening a control order under the Covid-19 (Temporary Measures) (Control Order) Regulations 2020.
He allegedly met five others at the FOC Pim Pam restaurant, located along Orchard Road, on April 19 at around 10pm for a drinking and chatting session.
Circuit breaker measures had already been in place for almost two weeks by then.
Later that evening, he allegedly hurled vulgarities at a police officer in the vicinity of the restaurant while drunk, saying things such as “You are f***ing ridiculous”.
Court documents stated that he purportedly then banged his head on the boot of a police car, causing two dents and incurring S$309 in damages.
He told the court that he intends to get a lawyer, and will return on May 22 for a pre-trial conference.
Meanwhile, 63-year-old Rethinasamy Letchimanan was handed eight charges. He allegedly violated circuit breaker measures several times from April 12 to 21.
Among his purported offences, he left his home on three occasions to meet three other individuals in the Jalan Bukit Merah area for social purposes. He did not wear a face mask on April 16 and 21 as well.
When asked if he will be getting a lawyer, Rethinasamy said: “Sir, please, I also just came out of prison. No work, no place to sleep also.”
He then added through an interpreter that he intends to plead guilty to his charges.
Court documents stated that he had been released from prison and was subject to a 511-day remission order from Nov 5 last year to Sept 4, 2021. No further details were given.
Prisoners who show good conduct are allowed to be released after serving two-thirds of their sentence. They will then be issued with a conditional remission order.
The third man, 66-year-old Lee Ah Loo, faces two charges under the Protection from Harassment Act.
He allegedly hurled Hokkien vulgarities at enforcement officers from the National Environment Agency on April 26 and May 2, while at Beo Crescent Market in Tiong Bahru.
He told the court through an interpreter that he will be claiming trial to his charges.
