Budget 2022: S$560m immediate support for households via CDC vouchers, utilities rebates and education top-ups
SINGAPORE — All eligible Housing and Development Board (HDB) households will receive double their regular utilities rebates in April, July and October this year, as the Government moves to provide immediate support for households amid rising inflation and cost of living, Finance Minister Lawrence Wong said on Friday (Feb 18).

SINGAPORE — All eligible Housing and Development Board (HDB) households will receive double their regular utilities rebates in April, July and October this year, as the Government moves to provide immediate support for households amid rising inflation and cost of living, Finance Minister Lawrence Wong said on Friday (Feb 18).
These enhanced GST Voucher - U-Save rebates are part of a S$560 million Household Support Package which Mr Wong announced in his Budget speech. The package aims to help Singaporean families manage cost of living pressures by supporting them with their daily needs.
Mr Wong said that the Government is closely monitoring the risk of rising inflation and cost of living, and he recognises the immediate concerns of businesses and households.
"(We) will provide significant additional support in this Budget to help them tide over the current period of higher prices," he added.
Here's a summary of the Household Support Package:
1. S$100 Community Development Council (CDC) vouchers for all Singaporean households
The vouchers from the Community Development Council (CDC) will be distributed to all Singaporean households by the end of this year to help them cope with daily expenses. These vouchers can be used at participating merchants and hawkers in public housing neighbourhoods.
More details will be announced by the CDCs.
2. Doubling of regular Goods and Services Tax (GST) Voucher - U-Save rebates in 2022
For the remaining three quarters of this year, eligible HDB households will receive rebates for their utilities bill that are double the regular amounts.
The extra rebates will be credited to these households at the same time as their regular GST Voucher - U-Save rebates in April, July and October this year.
This means that one- and two-room HDB households can receive an extra S$285 in utilities rebates this year, while those living in larger flats will receive less.
These added rebates will benefit around 950,000 Singaporean households.
3. S$200 top-up to the Child Development Account (CDA), Edusave Account or Post-Secondary Education Account (PSEA)
The one-off top-ups are available for children who are aged 20 and below in 2022, in addition to the annual Edusave contribution by the Government.
Children up to six years old are expected to receive their CDA top-up from September onwards.
Top-ups to Edusave accounts (for children aged seven to 16) and PSEAs (for students aged 17 to 20) are expected to be given out in May.
Around 790,000 children and students are expected to benefit from this scheme.
