Covid-19: MOE to revoke passes of 2 international students for breaching leave of absence, stay-home notice orders

SINGAPORE — Two international university students will have their student passes terminated for breaching their 14-day stay-home notice and leave of absence (LOA) orders, the Ministry of Education (MOE) said on Tuesday (March 10).

One of them is an international exchange student at the National University of Singapore (NUS) who had been placed on an LOA before the stay-home notice measures were introduced on Feb 28, MOE said. The other is an international postgraduate student from the National Institute of Education (NIE) at Nanyang Technological University (NTU).

SINGAPORE — Two international university students will have their student passes terminated for breaching their 14-day stay-home notice and leave of absence (LOA) orders, the Ministry of Education (MOE) said on Tuesday (March 10).

One of them is an international exchange student at the National University of Singapore (NUS) who had been placed on an LOA before the stay-home notice measures were introduced on Feb 28, MOE said.

The other is an international postgraduate student from the National Institute of Education (NIE) at Nanyang Technological University (NTU).

The NUS student was found to have breached the LOA requirements and had made a false travel declaration to the university, an MOE spokesperson said in a statement.

Similarly, the NTU student breached his stay-home notice orders. He also provided false information to NTU and NIE’s board of discipline regarding his travel movements, the spokesperson said.

Stay-home notices are served to Singaporean residents and long-term pass holders returning from mainland China, Iran, northern Italy and the Republic of Korea.

They are required to remain in their place of residence at all times for a 14-day period after their return to Singapore.

Those issued with an LOA are to remain in their place of residence during the 14-day period. However, they are allowed to leave their homes briefly to buy daily necessities and supplies or to attend to important personal matters.

An LOA is not legally binding under the Infectious Diseases Act, unlike a stay-home notice which is enforceable by law and carries severe penalties if there is a breach.

“MOE strongly urges all students served with an LOA or stay-home notice to comply with the respective requirements,” the ministry spokesperson said.

“Students who are found to have breached their LOA or stay-home notice will be subject to disciplinary actions from their schools and institutions.”

The spokesperson added that in addition to school sanctions, students who fail to comply with the mandatory orders may also be prosecuted under Section 21A of the Infectious Disease Act.

Permanent residents, dependent pass or student pass holders may also have their permits and passes revoked or shortened.
