HDB launches more than 4,900 BTO flats, including 2 prime location projects in Bukit Merah

SINGAPORE — A total of 4,993 Build-To-Order (BTO) flats across seven projects were launched on Tuesday (Aug 30) by the Housing and Development Board (HDB), including two projects in Bukit Merah under the Prime Location Public Housing model.

SINGAPORE — A total of 4,993 Build-To-Order (BTO) flats across seven projects were launched on Tuesday (Aug 30) by the Housing and Development Board (HDB), including two projects in Bukit Merah under the Prime Location Public Housing model.

The other projects are in Ang Mo Kio, Chua Chu Kang, Jurong East, Tampines and Woodlands, HDB said in a media release.

The two projects under the prime location model — Havelock Hillside and Alexandra Vale — will have 869 and 782 three- and four-room units respectively.

The prime location model was introduced last year to ensure that new public housing in prime and central locations will remain affordable and accessible for Singaporeans. They have stricter criteria for owners such as a longer occupancy period before they can be resold and the whole flat cannot be leased to tenants.

Projects under this new model have been launched in areas including Rochor, Bukit Merah and Queenstown.

Located along Alexandra View, Alexandra Vale is near to Redhill MRT Station and will consist of two residential blocks between 41 and 50 storeys high.

HDB added that one of the blocks will house some rental flats.

The other prime location project, located along Havelock Road, will be near the upcoming Havelock MRT Station on the Thomson-East Coast Line and will comprise two housing blocks between 42 and 45 storeys in height.

Prices for three-room flats at Alexandra Vale and Havelock Hillside start from S$370,000, without grants, and S$531,000 for four-room flats.

Other projects in HDB's BTO exercise this month include Central Weave at Ang Mo Kio, located in Ang Mo Kio Town Centre. It will consist of five housing blocks between 21 and 32 storeys in height, with 896 units of two-room flexi flats, as well as four-room, five-room and 3Gen flats that cater to extended families.

One of the blocks will house some rental flats, HDB said.

Prices for flats at Central Weave start from S$198,000, without grants, for a two-room flexi flat, and S$720,000 for a five-room flat.

In Chua Chu Kang, 987 units of two-room flexi flats, as well as three-, four- and five-room flats will be built at Keat Hong Grange, bounded by Choa Chu Kang Avenue 7, Choa Chu Kang Grove and Keat Hong Link.

Prices for flats at Keat Hong Grange start from S$102,000, without grants, for a two-room flexi flat, and S$390,000 for a five-room flat.

In Jurong East, 562 flats will be built at Jurong East Breeze, located along the Pan-Island Expressway and Jurong East Central. These will comprise two-room flexi flats, as well as three- and four-room flats.

Prices for flats at Jurong East Breeze start from S$97,000, without grants, for a two-room flexi flat, and S$283,000 for a four-room flat.

In Tampines, 267 units of four- and five-room flats will be launched at Sun Plaza Spring, which is bounded by Tampines Street 41 and Tampines Street 42.

Prices for flats at Sun Plaza Spring start from S$381,000, without grants, for a four-room flat, and S$520,000 for a five-room flat.

The seventh project, in Woodlands, will consist of 630 units of two-room flexi flats, as well as three- and four-room flats. The Woodlands South Plains project will be located near Woodlands South MRT Station on the Thomson-East Coast Line.

HDB said that this was designed with wellness in mind because the upcoming Woodlands Health Campus will be located nearby.

Prices for flats at Woodlands South Plains start from S$98,000, without grants, for a two-room flexi flat, and S$303,000 for a four-room flat.

All the projects will have eco-friendly features, such as separate chutes for recyclable waste, bicycle stands to encourage cycling and regenerative lifts to reduce energy consumption.

Buyers looking to move into their flats sooner may consider applying for the flats at Keat Hong Grange, Sun Plaza Spring and Woodlands South Plains, HDB advised.

Applications are open online from Aug 30 to Sept 5.

‘PLUM’ SITES

Property analysts said in media statements that the new Bukit Merah BTO sites may be attractive to applicants despite the restrictions on occupancy period and rent under the prime location model.

Labelling the two Bukit Merah BTO sites as "plum" sites, Ms Christine Sun, senior vice-president of research and analytics at property firm OrangeTee & Tie, noted the proximity of both sites to MRT stations and the available amenities in the areas.

Referring to the good sales of previous similar projects, Ms Sun said it showed that “many Singaporeans do not mind the stringent selling criteria” of flats under the prime location model.

“Therefore, we expect these two projects to be similarly oversubscribed this time around.” 

Mr Nicholas Mak, head of research and consultancy  at ERA Realty Network, singled out Havelock Hillside to emerge as the most attractive project.

He also pointed to the site’s proximity to the Tiong Bahru estate, Great World mall and the upcoming Havelock MRT Station.

“In addition, the site is surrounded by a plethora of amenities such as Tiong Bahru Plaza, Tiong Bahru Market and Kim Seng Community Centre all within a 500m distance,” he added.

On the other BTO sites, Ms Sun believes that the Ang Mo Kio and Tampines projects will receive strong demand given their location in mature estates, the availability of nearby amenities and the short walking distance to MRT stations.

“The (Tampines) project will be one of the earliest to be completed in a mature estate (among the projects announced), therefore it is likely to attract those who are in urgent need of housing and do not wish to live in a non-mature estate,” Ms Sun said.

UPCOMING BTO LAUNCHES

HDB also said that it will launch some 9,500 BTO flats in areas such as Bukit Batok, Kallang-Whampoa, Queenstown, Tengah and Yishun in November. 

It added that it is on track to launch up to 23,000 new flats this year.

In February next year, 2,900 to 3,900 BTO flats in towns such as Kallang-Whampoa, Queenstown and Tengah will be on offer.

Up to 23,000 new flats are expected to be launched next year.

“This number is subject to review as more project details will be firmed up closer to the launch date,” HDB said, adding that it will continue to monitor the housing demand and adjust its plans where necessary.
