Jail for serial offender who molested women while cycling, stole foreign workers’ iPhones

SINGAPORE — A 24-year-old unemployed man with a mild intellectual disability racked up a slew of charges, even while he was out on bail for molestation offences.

Jee Chai Chai molested two women while cycling, exposed himself in a women’s toilet at MacRitchie Reservoir Park, and repeatedly broke into foreign workers’ homes to steal their belongings — including several iPhones.

Following his most recent offences in December last year, his bail was revoked and he was remanded. On Thursday (Aug 29), he was sentenced to one year, three months and six weeks’ jail.

He pleaded guilty to eight assorted charges, including molestation and theft in dwelling, with another 24 similar charges taken into consideration for sentencing.

His mental disability did not have a “significant contributory link” to his offences, and he can control himself and resist his urges, Deputy Public Prosecutor (DPP) Jean Goh told the court.

“The accused remains cognisant of the wrongfulness of his actions, as evidenced by the element of planning and subsequent attempts to evade law enforcement,” she added.

The prosecutor said that Jee was previously convicted of several property-related offences. In 2016, he was also dealt with for sending obscene images to strangers on WhatsApp.

WHAT HE DID

The court heard that Jee went back to his life of crime on Nov 8, 2017.

At about 7.40am that day, he reached out to squeeze a 55-year-old woman’s buttocks when he cycled past her at Block 173, Lorong 1 Toa Payoh. He then fled the scene.

Court documents showed that he did the same thing to another 46-year-old woman in Toa Payoh three days later.

He was arrested on Nov 15, 2017, released on bail and charged in court on March 27 last year. However, he went on to show his private parts to a random woman on a WhatsApp video call the following month.

Sometime last year, he also posed as a police officer by making a fake warrant card and asking foreign workers to stop drinking after 10pm in the Geylang and Tekka areas.

On Oct 22 last year at about 11.30pm, a woman saw him masturbating while lying down on a bench naked in a women’s toilet at MacRitchie Reservoir Park.

The woman ran out and told her husband, who confronted Jee when he walked out of the toilet. Jee then ran away.

Over 10 days in December, he embarked on a stealing spree.

He trespassed in foreign workers’ homes six times while they were asleep and stole various items worth S$12,326 in total, including mobile phones, cash and assorted cards.

He admitted that he would take out the SIM cards in the phones and use them in his own phone. He also sold the phones to unknown foreign nationals in Little India, then used the money for his own expenses, including buying more SIM cards.

DPP Goh said that he would not sell the phones at legitimate stores, as they would ask for his details and check if the phones were stolen.

He was arrested on Dec 23 and remanded the next day.
