Man jailed 28 years, caned for raping 2 teen stepdaughters after forming close bond with them

SINGAPORE — In a span of several months, a part-time security officer preyed on his two stepdaughters who had grown close to him, molesting the younger girl before escalating to raping both of them.

SINGAPORE — In a span of several months, a part-time security officer preyed on his two stepdaughters who had grown close to him, molesting the younger girl before escalating to raping both of them.

The two teenagers confided in each other but could not approach anyone else, afraid that their family would collapse without his financial support. Their mother had married him after their biological father was jailed for undisclosed offences.

Their stepfather’s offences came to light only after the younger girl, then 14, discovered that she was pregnant and mistakenly believed the baby was his.

The Singaporean man, now aged 38, was sentenced in the High Court to 28 years’ jail and 18 strokes of the cane on Monday (Sept 6).

He cannot be named due to a court order to protect the victims’ identities. They were aged 14 and 16 when he violated them from September 2017 to July 2018.

He pleaded guilty to two charges of rape. Three other such charges, as well as four counts of molestation, were taken into consideration for sentencing.

HOW IT BEGAN

The court heard that the girls’ mother was unemployed and financially dependent on the man. The couple tied the knot in 2012 when the girls were aged about eight and 10.

They called him "father" and he would shower the younger girl with affection — something her biological father did not do. The girls were emotionally closer to him than even their mother, sharing relationship troubles and other teenage issues with him.

Prosecutors said that he was a strict paternal figure, banning them from staying overnight elsewhere and disciplining the younger girl for kissing a boy.

When he began sexually assaulting her, she would cover her face with a pillow and asked herself why he was doing this to her.

In December 2017, the family stayed in a Pasir Ris chalet for three days for a holiday.

When he returned to their flat to feed their pet cats, his wife — who was oblivious to the assaults — asked the younger girl to accompany him. He proceeded to rape her there, while she begged him to stop.

They returned to the chalet afterwards where he acted like nothing had happened. He claimed that he raped her because he had gone without sex for some time.

RAPED OLDER GIRL TWICE

As for the older girl, he raped her twice within four months while alone in the flat.

She had been asleep the first time when he violated her. She was too scared to push him away or scream.

Both girls did not report him, fearing that he would be jailed like their biological father. The family would be out of income and he had provided for them without question.

The older girl also kept silent because she did not know how to express what he did to her, and was embarrassed. She was afraid that her mother would be emotionally hurt.

After she was raped the second time on July 14, 2018, she confided in her younger sister, who told her he had targeted her, too.

Four days later, the younger girl went to KK Women’s and Children’s Hospital because she had been suffering back pains while playing sports. A magnetic resonance imaging scan revealed that she was 21 weeks’ pregnant.

She then told her mother about the sexual assaults and her fear that the baby was her stepfather’s. She later sought an abortion and a DNA test revealed that her boyfriend, whom she had consensual sex with around February 2018, had impregnated her.

A police report was filed against the girl’s stepfather and the police called him. When he did not pick up, a police gazette was issued for his arrest.

He surrendered at the Police Cantonment Complex on July 23, 2018.

When the older girl later visited him in remand, he begged her to drop the charges or reduce the severity of the allegations. She nodded in response but ultimately did not change her account.

When examined at the Institute of Mental Health, a psychiatrist found that he had no mental disorders or illness at the time.

Deputy Public Prosecutors Muhamad Imaduddien and Chong Kee En, who sought the sentence imposed, said that he had abused his stepdaughters’ trust in a “sordid and abhorrent” manner.

They revealed that she had also told the authorities of her mother asking her to help him receive a lighter sentence.

He could have been jailed for up to 20 years, and fined or caned, for each rape offence.
