Medisave usage scope of conditions should be expanded: GPC

SINGAPORE — The Government Parliamentary Committee (GPC) for health has recommended expanding the scope of conditions for which Medisave can be used, among other changes to the 3M framework, under a completed report for the recommended revisions to the healthcare financing framework released today (Aug 13) . In the committee of supply speech this year, Health Minister Gan Kim Yong had said the ministry would be undertaking a review of Singapore's healthcare financing system. In the report, which has also been sent to the Ministry of Health, the committee stated that some conditions could include health screening, dental treatment, physiotherapy and occupational therapy. The GPC said in the report that while a balance must be struck between liberalising the use of Medisave, and maintaining sufficient sums for future use, there is a need to ensure that out of pocket expenditure remains low as medical costs increase. The GPC also recommended revising the Eldershield payout, which covers long term disability, and better integrate social care of the aged in the existing system. It also suggested re-defining the role of general practitioners, to review them as a public resource rather than private ones. This can be done by considering GP referrals for subsidised care immediately, instead of having to refer patients to the polyclinics first.
