A three-year, ‘physical’ affair

SINGAPORE — Almost 10 months after news of his indiscretion surfaced, former Central Narcotics Bureau (CNB) Director Ng Boon Gay broke his silence yesterday as he revealed details of what he claimed to be a three-year relationship with former IT executive Cecilia Sue Siew Nang, 36.

Describing himself as her “boyfriend” at one point, Ng testified after District Judge Siva Shanmugam ruled that he had a case to answer.

Explaining his decision, the judge said the court had “to keep an open mind as to the veracity” of the facts of the case, and that “there is some evidence that satisfies” each of the charges that Ng is facing.

Taking the stand, Ng, 46, claimed that he and Ms Sue had engaged in oral sex “20 to 30 times” during their extramarital affair, which started between late 2008 and early 2009, when he was the Director of the Criminal Investigation Department and lasted till December last year when Ng was arrested.

Denying that there was ever a “break” in their relationship, Ng said they were physically intimate until Ms Sue became heavily pregnant and “it was not that convenient”, and continued about a month after she had given birth in mid-2010.

The pair got to know each other through a mutual friend at a pub along Tanjong Pagar Road. “She was attractive, cheerful, a very interesting person to talk to,” Ng said of their first meeting. A few weeks later, he called her. The pair subsequently called each other and met up for drinks “very often”, Ng said.

About two to three months after their first encounter, the pair became physically intimate. Ng said that he was “very down” then, after his late mother was diagnosed with terminal cancer. He added that Ms Sue’s mother had also died from cancer and Ms Sue was “very supportive and understanding”.

She “could appreciate the stress, worries and fears that I had. Cecilia provided me with great support”, said Ng, adding that Ms Sue also shared her marital problems.

According to Ng, the pair had oral sex for the first time in April 2009 at East Coast Park, which was their usual meet-up venue.

Although initially shy and reserved, “she was clearly willing (and) there was no force used”, Ng said.

“It was quite a routine for us to proceed to a quiet spot after dates to have some intimate moments” in Ms Sue’s Mercedes-Benz, he added. These sessions lasted about 20 to 30 minutes each time, he said.

Ng said they had sexual intercourse once sometime in 2009, at an apartment at Great World City. They “stopped shortly because we were not protected and did not want any unwanted pregnancy”, Ng said.

Ng claimed that after Ms Sue became pregnant — and up till mid-2010 when she gave birth — she was worried that the baby could be his and kept asking him to recall the date when they had sex.

Ng maintained that throughout their affair, they did not discuss work-related matters — except on one occasion when Ms Sue sought his views on some IT applications, given that he had some experience with an IT system for ranking officers when he was formerly Director of the Police’s Manpower Department.

Ng, who was by then CNB Director, said he told her that such an application would only be useful to large organisations, not small agencies like the CNB. Ng said he was “just giving views, during a (casual) chat as her boyfriend”. The trial continues today.
