Urine test conspiracy: 3 CNB officers charged with obstruction of justice

SINGAPORE — Three officers from the Central Narcotics Bureau (CNB) were charged in court on Friday (Oct 18) over their alleged involvement in a plot to obstruct the course of justice.

SINGAPORE — Three officers from the Central Narcotics Bureau (CNB) were charged in court on Friday (Oct 18) over their alleged involvement in a plot to obstruct the course of justice.

The three officers are:

  • Staff Sergeant Abdul Rahman Kadir, 43

  • Staff Sergeant Mohamed Hafiz Lan, 41

  • Sergeant Muhammad Zuhairi Zainuri, 31

A statement released by the Corrupt Practices Investigation Bureau (CPIB) on Thursday showed that on Aug 16 last year, the three officers were believed to have aided one Muang Moe Min to pass a urine test by replacing Muang’s urine sample with Staff Sgt Hafiz’s own sample in a toilet at the Woodlands Checkpoint. 

The statement did not provide details on Sgt Zuhairi and Staff Sgt Rahman’s exact involvement in the alleged plot.

For their actions, they were each charged with one count of engaging in a conspiracy to obstruct the course of justice.

The statement added that the case was referred to the CPIB by the CNB.

“Singapore adopts a zero-tolerance approach towards corruption. All public officers, including those in law enforcement, are expected to uphold the highest standards of integrity when carrying out their duties,” the statement said.

“The CPIB will not hesitate to take errant public officers to task”. 

If convicted, they could be jailed for up to seven years, fined, or both.
