Unclear why Orchard ERP cordon can be closed to cars

The stretch of road that is closed to vehicles from 6pm to 11pm on the first Saturday of each month is part of the Orchard cordon, where Electronic Road Pricing (ERP) is in operation on Saturdays until 8pm.
Could the relevant authorities explain why a road whose traffic conditions are so important that ERP is charged until 8pm can be closed on some Saturdays for leisure?
